Bookmaking Reform Working Party Discussion Paper

The Honourable Rob Hulls MP, Minister for Racing, has established the Bookmaking Reforms Working Party to make recommendations with respect to the following three issues:

  • whether Victorian bookmakers should be permitted to conduct 24 hour/7 days internet and telephone betting from approved racecourse locations
  • whether Victorian bookmakers should be permitted to access third party finance from private and public sources
  • whether Victorian bookmakers should be permitted to lay and bet-back with betting exchanges approved by the racing controlling bodies to publish Victorian race fields under Section 2.5.16A of the Gambling Regulation Act 2003.

This discussion paper has been developed as the basis for comment and to provide an overview of the arguments, both for and against these propositions. Background information has also been included highlighting some of the critical issues that are currently confronting Victorian bookmakers.

Submissions

 Submissions to assist the Working Party in the development of its recommendations to Government are closed on 30 November 2007.
